Program: EmPOWER Maryland Electrification (HEAR pending)
Amount: EmPOWER up to $15,000 or 75% of cost; HEAR up to $8,000/heat pump once live
Income rule: HEAR <=80% AMI up to $14,000; 80-150% AMI up to $7,000
Note: EmPOWER utility electrification rebates available now. IRA HEAR/HOMES conditionally approved by DOE but not yet accepting applications as of 2026.
Heads up: the federal 25C heat-pump tax credit ended 31 Dec 2025. The amounts above are state/utility programs that remain — they're funded in limited pots and can close without notice.
