Program: Oregon Home Energy Rebates (HEAR, ODOE)
Amount: Up to $8,000 per heat pump; 50-100% of project cost up to $14,000
Income rule: <150% AMI; <=80% AMI gets 100% of cost, 80-150% gets 50%
Note: Phased launch in 2026: individual units in spring, multifamily summer, retail coupons fall. Energy Trust HP3 utility rebates already available.
Heads up: the federal 25C heat-pump tax credit ended 31 Dec 2025. The amounts above are state/utility programs that remain — they're funded in limited pots and can close without notice.
