Income rule: Moderate income 80-150% AMI (50% match); low income <80% via Weatherization Assistance Program
Note: HEAR ($29.2M) paused amid 2025 federal IRA funding freeze; PSD advises not to count on HEAR for 2026 projects. Efficiency Vermont utility rebates remain open.
